Teacher Sarah Carter was named “Woman of Achievement” by Eureka’s Quota Club 58 years ago. Mrs. Frederick Johnson (no first name given) was chosen as Humboldt County’s “Quotarian of the Year” for 1962.
Quota International — founded in 1919 — is a nonprofit organization empowering women, children, the deaf and hard-of-hearing and people with speech difficulties in local communities around the world.
More than 160 people honored the two women during the local club’s annual birthday celebration at the Eureka Inn on Feb. 16, 1962. A large spread in the Humboldt Times newspaper made note of the festive occasion.
Mrs. Paul Sears presented a celebratory plaque to Carter and Mrs. Ervin Hadley gave a Quota tray to Johnson. Both Carter and Johnson were members of many community organizations, according to the Humboldt Times.
Mrs. Eberle Schultz welcomed everyone to the Quota Club gala and introduced Dr. Glen Paul, county superintendent of schools for Humboldt County, who was the guest speaker for the evening. In his speech, Paul presented a short history of the junior college movement in the U.S., and discussed the possibility of a junior college coming to Humboldt County in the future. (College of the Redwoods was established in Eureka two years later in 1964.)
The Eureka Senior High School Glee Club provided entertainment under the direction of Conrad Walla. The high school’s Boys Quartet also performed. Johnson’s children, Mr. and Mrs. Berton Speer and Mr. and Mrs. Gail Johnson, sang several songs as well, including “No Man is an Island.”
Mrs. Leonard Beaulieu offered a short report on the significance of the anniversary of the founding of Quota International and also of the local Quota club. The Rev. Oscar Link gave the invocation. Link was pastor at the Eureka Methodist Church, of which Carter and Johnson were both members, according to the Humboldt Times.
Following a short speech about the honorees by local Quota President Mrs. Don Windbigler, Sears talked about Carter’s stature in the educational world. She noted that Carter — a teacher at Eureka High School — served as president of the California Teachers’ Association.
While accepting her award, Carter said, “Faith in the future and faith in education are essential qualities of any teacher.”

Next, Lillian Wise, past governor of 12 District Quota clubs, recognized Johnson and her work in the community and as a payroll clerk at Eureka Newspapers, Inc.
In 1961, Cecile Clarke was honored as the Eureka Quota Club’s Woman of Achievement. Clarke founded the Clarke Historical Museum in Eureka. Mrs. Ervin Hadley was Quotarian of the Year in 1961.
