Club guests, social events spark debate in Sun City West - Your Valley

Recommendations regarding clubs from the Chartered Clubs Committee sparked heated debate during the Recreation Centers of Sun City West Governing Board’s Feb. 7 workshop meeting.

Clubs with assigned space have to use the space for board meetings. RCSCW policy stated the space will be provided at no charge as long as the attendance is limited to the club’s members and their accompanied guests. Additionally, Jim Sloan, RCSCW board president, said a vote or club meeting should not take place during a social event.

Some community members, including Lee Hoag, said limiting the number of events a chartered club can host goes against the reason many people moved to Sun City West.

“One of the important attractions to this community is the socialization and particularly speaking through our clubs,” she said. “So these restrictions about socialization seem to be counter productive with what we want to do with our clubs. This is important to build friendships with people who share like interests.”

Under existing bylaws, each club member is not to exceed 12 guests per year. Feedback provided by the committee, the 12-guest policy was being abused, according to Donna Maloney, committee chairwoman.

Governing board member Todd Hurley said the discussion needs to be taken back to the clubs and their needs. He requested Ms. Maloney get representatives from clubs and inquire about what changes need to be updated with rules, regulations and procedures.  

“I don’t want to restrict clubs, but we need to tighten up some of the control and give clubs tools to deal with these types of situations,” Mr. Hurley said.

Ms. Maloney explained the reasoning for limiting clubs to two social or special events is simply due to accommodations.

“When you have 104 clubs and limit them to two special events, it isn’t to restrict anyone. We want to be able to accommodate everyone and do what is best for the community. We can look at one club’s requests and then have to consider the impact on all clubs,” she said.

RCSCW General Manager Bill Schwind said going back 18-months, the governing board was dealing with space utilization and making expensive decisions on how to prioritize clubs that are growing larger.

“When we are dealing with 16,000 guests in a month there is a concern for management and the governing board as to who these people are and a lot of them are using member-owner cards and we don’t know who they are,” he said. “It’s a problem if someone goes down in the swimming pool. We don’t have any idea who they are, but we know they are not the person on the recreation card.”

Mr. Schwind said they have to put control on how they are going to manage the facilities. He said RCSCW is not a community park, nor a resort, and member fees go to pay for these services for members.

The committee also brought forward concerns about clubs profiting from items made using club equipment. Club operations prohibit product manufacturing for business purposes. Club members who sell items made with club equipment, except by consignment through the Village store, craft fairs and club sponsored outside sales, will face suspension from the club.

“I have found clubs are looking for someone to come in and help them with the process of dealing with this item instead of dealing with it themselves, due to the closeness of those within the clubs,” Mr. Sloan said. “Using one of our shops to run a business and make a living is not right.”

The recommendations were sent back to the committee level to gather additional information to present to the board at an upcoming meeting.

The Chartered Clubs Committee’s next meeting is 1:30 p.m. Tuesday, March 3 in the social hall at R.H. Johnson Recreation Center, 19803 R.H. Johnson Blvd.
